Mr. Mushtaq Malik

Mr. Mushtaq Malik is a distinguished public sector professional with over three decades of experience in economic management, public finance, investment promotion, corporate governance, and development planning.

He holds a Master's degree in Economics from the University of the Punjab, Lahore, MAEP and MBA from Boston University, USA, an Executive Certificate in Project Investment and Management from Harvard Kennedy School, Harvard University, and a Postgraduate Diploma in Marketing Management from Delft University of Technology, Netherlands. He has also completed specialized training on balance of payments & macroeconomic management and project planning implementation and evaluation from the International Monetary Fund (IMF), Asian Development Bank (ADB), and The Korea Environment Institute (KEI).

Mr. Malik served in the Government of Punjab from 1986 to 2000 in various senior positions, including Director General Local Government & Rural Development, Director Industries & Mineral Development, Secretary Excise & Taxation, Secretary Environment Protection, Secretary Population Welfare, and Managing Director of key public sector corporations.

At the federal level, he served as Joint Secretary and Additional Secretary (External Finance), Ministry of Finance, Federal Secretary Board of Investment (BOI), Chairman Pakistan Electronic Media Regulatory Authority (PEMRA), and Member Federal Services Tribunal (FST).

From 2002 to 2006, he served as Economic Minister and Financial Advisor at the Embassy of Pakistan in Washington, D.C., representing Pakistan at the World Bank and IMF Annual and Spring Meetings, UNCTAD conferences, United Nations annual conferences, and Commonwealth Ministerial Conferences.

Since 2023, he has been serving as Project Director of the ASPIRE Project, a World Bank-funded programme supporting education sector reforms, improved learning outcomes, and innovative initiatives such as the Out-of-School Children (OOSC) Challenge Fund.

Mr. Malik currently serves on the Boards of Directors of Hinopak Motors Limited, Cnergyico PK Limited, and Pakistan State Oil (PSO). He has also served on the boards of Habib Bank Limited, Askari Bank Limited, ECO Bank (Istanbul), Sindh Insurance Limited, and GENCO Holding Company.

In addition, he serves as Chairman of the Awan Foundation of Pakistan, an NGO operating on a non-profit organization operating on a no-profit, no-loss basis. The Foundation runs Academy of Excellence schools in the rural districts of Chakwal and Talagang, providing educational opportunities to marginalized communities.
