Mirza Nasiruddin Mashhood Ahmad

Mirza Nasiruddin Mashhood Ahmad is a senior civil servant and seasoned public policy professional with over three decades of experience in public sector governance, administrative reforms, human development, and public accountability. He has held key leadership positions at the Secretary, Special Secretary, Director General level across multiple federal ministries.

He is currently serving as Special Secretary, Petroleum Division, Ministry of Energy, where he contributes to policy formulation and strategic oversight in Pakistan’s energy sector. Previously, he served as Special Secretary, Ministry of National Health Services, Regulations & Coordination, overseeing critical governance and regulatory functions.

Mirza Nasiruddin has extensive exposure to international human rights law, public sector management, national security and international cooperation, complemented by strong academic credentials. He holds an LL.M. in International Human Rights Law from the University of Essex, United Kingdom, as a British Council Chevening Scholar, and a Master’s degree in International Relations from the University of Peshawar. His academic focus includes economic, social and cultural rights, refugee law, child law and peacekeeping.

His professional development includes completion of the Common Training Programme at the Civil Services Academy of Pakistan, as well as prestigious training programs such as the National Security & War Course at the National Defence University, Islamabad, and the Senior Management Course at the National School of Public Policy, Lahore. He has also undertaken international management training in Australia.

Mirza Nasiruddin also serves on the Boards of Oil & Gas Development Company Limited (OGDCL), Mari Energies Limited (MEL) and Pakistan Petroleum Limited (PPL), representing the Government of Pakistan.
